The well known image that everyone associates with a project is a plan, and more specifically the gaunt chart of successive tasks. The latter is, however, only one output view of a series of activities leading to a proper project plan and budget.
Projects ideally begin with a just high-level vision of the major stages and costs. It should then be the responsibility of the whole project team to develop and agree a detailed plan.
